Would HB 51 Digital Asset Reserve Fund improve employment, wages, working conditions, or workforce skills in your district?

As the Energy representative for District 4, I do not think that HB 51 would help Frederick County with employment, wage rates, or the development of our workforce’s skills. Under this act, the funds could only be invested in cryptocurrency, and all profits would go into the state reserve, whereas investing the money in energy projects in our district would create employment by requiring skilled workers such as electricians and technicians. Moreover, these energy projects would increase the number of available jobs in our district and, consequently, wages. Such projects like putting up solar panels on school buildings, adding insulation to houses, and enhancing energy efficiency among small firms would call for specialists. Therefore, some money should go into apprenticeship programs where locals can be trained on how to fit solar panels and energy-efficient devices, thus developing their human capital. Locals will also benefit from savings from reduced energy costs, as the local firms can employ more workers at higher wages. Thus, although the reserve might generate some profits in the future, the opportunity cost of HB 51 is the loss of these more certain benefits, which is why I would rather see these funds invested in District 4’s energy future.

I agree with your statement that HB51 is not helping Frederick County with employment, wage rates, or workforce skills as a representative of District 4 as well. HB51 has more of a detrimental effect than a benefit for District 4. Having apprenticeships on fitting solar panels is a great way to increase human capital! Do you ever see HB51 coexisting with modifications? The HB51 definitely can be seen as an opportunity cost for our district, but I would love to see how it benefits the district as well. The arguments you make against the HB51 are great, I agree with you fully, our constituents are the main priority.

I like the ideas you listed about how some money could go into apprenticeship programs involving training locals on the use of solar panels. As a representative for environment of district 28, this would also serve to environmental concerns by increasing rates of locals using more environmentally sustainable energy sources, which I believe would be very beneficial. I also agree with your point that energy projects could increase jobs and wages. The opportunity cost of investing in cryptocurrency is the potential jobs and energy improvements that the funds could support instead, which I agree should be strongly taken into consideration. I would suggest for a portion of the funds to be allocated to local energy-efficiency projects and workforce training programs. Do you think there is a way dividing the funds between the reserve and local energy projects could balance potential state revenue with more immediate benefits for District 4?
